Participants are responsible for checking whether they require a visa to enter Montenegro and for completing all necessary visa procedures before travelling.
Visa requirements may vary depending on the participant’s nationality, type of travel document and country of residence. For the most accurate and up-to-date information, participants are kindly advised to consult the official website of the Ministry of Foreign Affairs of Montenegro and contact the nearest Montenegrin diplomatic or consular mission:

Pursuant to Article 7 of the Decree on the Visa Regime of Montenegro, holders of valid foreign travel documents with a valid Schengen visa, or a valid visa issued by the Commonwealth of Australia, Japan, Canada, New Zealand, the Republic of Ireland, the United States of America, or the United Kingdom of Great Britain and Northern Ireland, may enter, transit through, and stay in Montenegro for up to 30 days, but no longer than the validity of the visa if its validity period is less than 30 days.
Furthermore, holders of valid foreign travel documents who possess a residence permit issued by a Schengen Area state, the Commonwealth of Australia, Japan, Canada, New Zealand, the Republic of Ireland, the United States of America, or the United Kingdom of Great Britain and Northern Ireland, as well as holders of APEC Business Travel Cards issued by member economies of the Asia-Pacific Economic Cooperation (APEC), may enter, transit through, and stay in Montenegro for up to 30 days, but no longer than the validity of the residence permit or the APEC Business Travel Card if its validity period is less than 30 days.

When requesting an invitation letter, please provide your full name, date and place of birth, nationality, passport number, passport issuing authority, passport issue and expiry dates, residential address, occupation, employer's name and address, the purpose of your visit, your expected dates of travel, and nomination letter for the ICAO Air Navigation World 2026 – Communications, Navigation, Surveillance and Spectrum (CNSS) Symposium. Also, please indicate who will cover the accommodation and travel expenses (yourself, your company, ICAO, IFATSEA, etc.).
Please note that the issuance of an invitation letter does not guarantee visa approval. Visa decisions remain under the authority of the competent Montenegrin diplomatic and consular missions.
